Lucien is a director at PPM Attorneys. He thoroughly enjoys advising clients on transactional, commercial, regulatory and compliance aspects of information and communications technology (ICT), data protection and information security law.
Lucien was admitted as an attorney of the High Court of South Africa on 16 May 1997. He then spent two years in London where he was seconded to telecommunications, media and technology (TMT) law firm, Bird & Bird, and global telco – Cable & Wireless Communications. He joined Webber Wentzel’s TMT department in 2000 before leaving to start PPM in 2004.
Lucien has represented and represents organisations such as the Independent Communications Authority of South Africa, China Telecom, Siyaya TV, Comservice Solutions, African Oxygen and Anglo American on ICT and information security matters.
Lucien sits on the Disciplinary Committee of South Africa’s Independent Regulatory Board for Auditors, is a member of the South African Council for the Quantity Surveying Profession and is a Board member of the International Social Media Association.
Lucien enjoys the great outdoors. He loves mountain biking and has participated in stage races such as the Swazi Frontier. He has trekked to Everest Base Camp and has summited Mt Elbrus in Russia. He would be very pleased if a client was willing to pay for the costs of travelling to consult at the summit of Aconcagua.
Advising on and drafting the transaction agreements for a media-related client in a transaction with a multinational telecommunications company, with respect to the construction, operation and maintenance of a digital asset management system for 22 countries across Africa.
Advising a multinational telecommunications company on compliance-related aspects of all legislation relating to the electronic retention and archiving of its records.
Advising JSE listed companies on aspects of the Consumer Protection Act, 2008 and advising the National Consumer Commission on governance-related matters.
Advising Endemol South Africa in an international domain name dispute filed with the World Intellectual Property Organisation, related to the domain: bigbrotherafrica.com.
Advising a telecommunications network licensee on compliance-related aspects of its business.
Advising a telecommunications network licensee on a vendor financed transaction related to the procurement of telecommunications infrastructure.
Advising a fuel/energy sector client during the course of a transaction to acquire custom programmed software for use throughout its operations in Africa.
Advising the Independent Communications Authority of South Africa (ICASA) during South Africa’s first commercial satellite broadcasting licensing process.
Advising Anglo American on a high-value major applications management outsourcing transaction. This included vetting and finalising the RFP document, advising on procurement and bidder vetting and drafting and finalising the outsourcing agreement.
He was part of a team of legal advisors which advised on the National Treasury’s Public Private Partnership Toolkit for Tourism project. This entailed drafting template requests for qualifications, requests for proposals and template PPP agreements.
